Abstract: Whether we are aware of it or not it is evident that the Internet is full of new and innovative institutional forms that are transforming the way that people interact on and offline. Governance issues on these Internet platforms and other digital institutions have created a challenge for software engineers, most of whom are not exposed to the theorems or theories of institutional design. This framework is designed to facilitate dialogue between computer scientists, political scientists, and political. Incentive-focused behavioral engineering paradigm and a range of atheoretical techniques such as A/B testing or incremental issue-driven programming have been the most popular guidelines for the design of digital institutions. We can demonstrate the relevance of constitutional layers in many kinds of digital institutions by studying these diverse scenarios.
